updates all Unit Equivalences per contrib guide and to rules 3.4.4.  OPR and MMF all as up to date as I can provide (don't know all download file names), but note the non-OPR EQUIVALENCY UNITS and LINKS are NOT verified.  Since the Unit Equiv section is meant to help create playable/complete armies (and because they are not cross-lined in MMF), I plan to add a column for "Bundles and Packs" where units can also be found.
